Step 1: Download and install MiPhone Tools. CLICK HERE
Step 2: Download the latest Stable/Developer Fastboot ROM whichever you prefer or need. Get the file for the WCDMA variant of the Mi 3. CLICK HERE

Step 3: Extract the contents of the .TGZ file that you downloaded. I recommend 7-Zip as your file extractor but WinRAR and WinZIP will work as well.
You should end up with a folder containing this:
Step 4: Enable USB debugging on your Mi 3 if it's still not.
You can access that through Developer options. Tap Build number 7 times to enable it.
Step 5: Boot to Fastboot mode. You can achieve that by pressing and holding power plus volume down buttons at the same time.
Step 6: Run MiFlash.exe and give it administrator privileges.
Step 7: Select Browse then target the folder where you extracted the .TGZ files in Step 3. Connect the USB cable to your computer and the other end to your phone.
Step 8: Hit the drop down arrow and select Advanced. Then make sure that the FastBoot Script is set to flash_all.bat. Select OK afterwards.
Step 9: Hit Refresh and once the Device ID shows up begin the process by pressing Flash.
Step 10: You may disconnect the USB cable from the phone once it indicates The operation completed successfully.
Your device will reboot after flashing. Once the boot is done then you're good to go!
